The ART program is intended for IHEs that clearly see the benefits of building capacity and actively seek the infrastructure necessary for scaling translational research activities. The program aims to increase such institutions' capacity to conduct and accelerate translational research activities with a clear emphasis on capturing the resultant societal and economic benefits to their surrounding communities and regions.

PDS Moscow invites proposals for projects that support future constructive relations and reinforce ties between the American and Russian people. All grant proposals must convey an element of U.S. history, culture, or values. Competitive proposals should support a priority program area (see below). Competitive proposals should also include a connection with U.S. expert/s, organization/s, or institution/s that will promote increased cooperation between the people of the United States and Russia even after the program has finished.

Priority Programming Areas:

Purpose of Program: The purposes of this program are to (1) help address State-identified needs for personnel preparation in special education, early intervention, related services, and regular education to work with children, including infants, toddlers, and youth with disabilities; and (2) ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research, to be successful in serving those children.
