The challenge

The Government of Egypt, or GOE, is committed to improving educational outcomes for children in elementary school. In 2017, the GOE introduced a wide-scale reform, Education 2.0, which focuses on implementing high-quality, student-centered learning opportunities for all elementary-grade students. In order to see the vision of Education 2.0 become a reality, both preservice and inservice elementary teachers must have the knowledge and skills to effectively implement the new curriculum.

The approach

A cooperative-agreement focused on improving primary teacher preparation and professional development and funded by USAID has been implemented by the Education Development Center, or EDC. Arizona State University's Mary Lou Fulton Teachers College is a key partner in this initiative, along with 15 universities in Egypt, American University of Beruit’s Faculty of Art and Science, Florida State University’s Learning Systems Institute, Finbi and Nahdet Misr.

MLFTC, in coordination with other stakeholders, will facilitate the design and development of a certification program for in-service teachers, aimed at enhancing their skills to effectively implement Education 2.0, as well as work with Egyptian universities to ensure their faculty members are equipped to sustainably deliver the new postgraduate degree curriculum.

MLFTC will support the capacity development of teacher preparation faculty to implement international best practices in the design and implementation through access to a large digital database, a series of webinars, collaboration with U.S.-based teacher preparation faculty and an annual faculty residency. The database, available through ASU’s library, will give Egyptian faculty from TEI partner universities access to materials and resources pertinent to teacher preparation. The series of webinars, hosted by MLFTC, will be developed based on a survey of priorities for TEI partner faculty, as well as input from the Ministries of Education and EDC, including topics such as, online instruction, hybrid instruction, adult student engagement, inclusive education and evidenced-based practices.
