Overview

The Workforce Innovation and Opportunity Act (WIOA) Grant Program will fund innovative workforce development pilot programs that engage individuals from communities with consistently high rates of unemployment and poverty. Applicants must demonstrate how they will engage youth, ages 16-24, or an underserved population , using an accredited training/education curriculum, leading to the attainment of an industry-recognized credential and sustained employment (including apprenticeship) in skilled, professional or para-professional career development within in-demand industries. 

Examples of industry-recognized credentials include the following: 

  • Educational Degrees, Diplomas and Certificates 
  • Apprenticeship Certificate 
  • Occupational Licenses 
  • Industry-recognized or professional association certifications, also known as personnel certifications

To increase participant accessibility and eliminate barriers to success, proposed programs are required to provide wraparound services during program enrollment and at least six to twelve months postgraduation. Examples of wraparound services include but are not limited to: mentoring, traumainformed care, personal employment counseling, childcare, transportation support, employment readiness, nutrition assistance, transitional housing, and other social services. 

 

Furthermore, programs should strive to implement programming in the communities they seek to serve and will need to demonstrate existing partnerships with the public workforce development system, education and human services systems and private establishments. 

Programs will be considered in the following categories: 

  • Rural 40% of total funding available 
  • Tribal 15% of total funding available 
  • Urban/County/Statewide 45% of total funding available

Applicants may not apply under more than one category. The category should reflect the area of programming being delivered.

Solicitation Limitations:

  • The Workforce Innovation and Opportunity Act (WIOA) Grant Program will not fund non-accredited training/education curriculums, food, and medications/therapeutics to treat individuals diagnosed with a behavioral or mental health disorder.
