Overview
Public Diplomacy Section of the U.S. Consulate General Lagos invites proposals for projects that strengthen the connections between the people of the United States and the people of Nigeria through projects highlighting our shared goals and values. All programs MUST include an American component, some examples include American expert engagement (in person or virtual), American cultural celebrations and icons, U.S. training curriculum, and use of American Spaces materials. Projects that incorporate strong American components into their design will be prioritized over other proposals.
The U.S. Consulate General Lagos of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding.
Goals and Objectives
U.S. Consulate General, Public Diplomacy Section (PDS) of the U.S. Department of State encourages applicants to apply to this opportunity unless the idea better fits an individual 2025 NOFO.
This Annual Program Statement welcomes proposals in areas that focus on:
1. Entrepreneurship and innovation
• Digital and 21st century skills
• Tech and Artificial Intelligence
• Youth workforce readiness
2. Women and girls’ empowerment
• Economic inclusion
• Mentorship and leadership training
• Political participation
3. Promote democracy, good governance, transparency, and human rights
• Civic engagement
• Youth activism
• Anti-corruption
• Diversity, equity, inclusion, and accessibility of marginalized groups
4. Press freedom and media training
• Combatting dis/misinformation
• Investigative journalism
• Media literacy
5. Education (focus on public secondary school and higher education institutions
• Science, Technology, Engineering, and Mathematics (STEM) education
• Educational technology (the use of technology to promote teaching and learning)
• Higher education partnership and internationalization
Priority Region: The announcement is an open competition for non-governmental organizations (NGOs) that are either registered in Nigeria or the United State that will implement their projects in the U.S. Consulate’s area of responsibilities: Abia, Akwa Ibom, Anambra, Bayelsa, Cross River, Delta, Ebonyi, Edo, Ekiti, Enugu, Imo, Lagos, Ogun, Ondo, Osun, Oyo, and Rivers states.

Cost Sharing or Matching Cost sharing is not required but is welcome.
Length of performance period: 12 months or less
Number of awards anticipated: 9-22 awards (dependent on amounts)
Award amounts: Awards may range from a minimum of $20,000 to a maximum of $50,000
Total available funding: $450,000 pending funding availability
Anticipated program start date: Between June 1, 2025 - November 30, 2025
