Overview

USEU PA invites proposals for programs that strengthen ties between the U.S. and the EU through programming which highlights shared values and promotes greater transatlantic cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives.

Priority Program Areas: USEU PA invites proposals for projects designed for EU audiences that help the U.S Mission to the EU focus on three core areas:

1) Global and regional threats and challenges

a. Climate mitigation
b. Disinformation/misinformation
c. Support for Ukraine and countering rising authoritarianism

2) Trade, investment, and energy cooperation

a. Emerging technologies
b. Countering non-market and coercive economic practices
c. Green technologies and diversified energy supplies

3) Shared values, democracy, human rights, and rule of law globally

a. Diversity and inclusion
b. Media Freedom
c. Strengthening the transatlantic partnership

Types of activities: USEU PA seeks projects engaging EU policymakers, opinion shapers, and publics on the above topics through a transatlantic lens. USEU encourages new and creative approaches that utilize digital technologies and innovative means to meeting the goals of the 2 project and program.

If you have previously received a grant, please note, USEU will prioritize funding for new, innovative projects. digital technologies and innovative means to meeting the goals of the project and program.

Proposals may include but are not limited to:

  • Conferences, public debates and moderated discussions.
  • Workshops, exchanges, and events.
  • Training seminars featuring U.S. Government (USG) officials or non-USG individuals (not including travel costs for USG officials.)

Participants and Audiences: Successful proposals will emphasize the ability to deliver clear messages to specific, identified audiences and that seek to reflect diversity of thought and backgrounds, including intergenerational voices.

Please ensure the project you submit differs from past submissions. Projects should be carried out in Brussels and in EU Members States and may include a U.S component.

Solicitation Limitations:

Applicants must be legally recognized nonprofit, non-governmental organizations (NGOs), think tanks, or academic institutions that comply with U.S and EU requirements and have a proven track record of developing and implementing programs in the EU environment.

Eligible Applicants: 

  • Not-for-profit organizations
  • Civil society/non-governmental organizations
  • Think tanks
  • Public and private educational institutions

Cost sharing or matching is not required but it is encouraged. Any cost sharing must be clearly laid out in the proposal and budget estimate.

Applicants are only allowed to submit one proposal per organization. If more than one proposal is submitted from an organization, all proposals from that institution will be considered ineligible for funding.

Other Information:

Program Performance Period: Proposed programs should be completed in 16-18 months or less. Grant (up to $20,000), Fixed Amount Award (FAAs) (up to $20,000), or Cooperative agreement (up to USD $50,000). Cooperative agreements and some FAAs are 3 different from grants in that PAS staff are more actively involved in the grant implementation (“Substantial Involvement”).
