Overview

<p>Background</p> <p>The U.S. Consulate General Mumbai Public Affairs Section (PAS) of the U.S. Department of State oversees a range of cultural and educational initiatives throughout western India that are supported by the U.S. government, with the goal to foster stronger bilateral and regional ties through diverse public diplomacy programs. PAS Mumbai’s geographic focus includes five states in western India (Maharashtra, Gujarat, Goa, Madhya Pradesh, and Chhattisgarh). Our program priorities are broad and include bilateral trade and economic growth, promoting student mobility between U.S. and Indian institutions of higher education, initiatives related to sustainable energy, health, and science and technology, non-military security, and fostering shared values.</p> <p>PAS Mumbai is pleased to announce a funding opportunity through its Public Diplomacy Small Grants Program. This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. Please carefully follow all instructions below. This notice is subject to availability of funding.</p> <p>Examples of small projects include, but are not limited to:</p> <p>U.S. experts conducting speaking tours/public talks or roundtable discussions in India.</p> <p>Projects showcasing U.S. education models or course curricula.</p> <p>Development of initiatives aimed at maintaining contact with alumni of exchange programs.</p> <p>Creative projects that advance one or more of the priority areas.</p> <p>Interactive programs around priority themes that engage audiences at the Consulate’s Dosti House.</p> <p>Project Goal: The U.S. Consulate General in Mumbai announces an open competition for organizations to submit applications to implement programs that foster stronger bilateral and regional ties through diverse public diplomacy programs on topics related to economic growth, countering disinformation, disaster management, and active citizenship. Applications should include an American element or connection with an American expert, organization, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives.</p> <p>Program Priority Areas</p> <p>While proposals may address multiple project objectives, each proposal should focus primarily on one of the following priority project areas.</p> <p>Ensuring mutual prosperity: Activities that promote free-market economic reforms and U.S.-India bilateral trade, U.S. higher education to Indian students, research partnerships between U.S. and Indian higher education institutes, entrepreneurship, inclusive growth, sustainable energy, and science and technology.</p> <p>Safeguarding people: Activities that focus on countering disinformation, anti-trafficking in persons, and addressing human and environmental health concerns.</p> <p>Reinforcing democratic values: Activities that utilize education, culture, and sports to build an inclusive India (vis-à-vis ethnic, religious, caste, LGBTQI, and other identities) and support democratic values.</p> <p>Empowering women and girls: Activities that address the social, political, and economic barriers preventing the full participation of India’s female population in its growth.</p>

Other Information:<p>SPECIAL ANNOUNCEMENT TO ALL POTENTIAL APPLICANTS:  In light of the restrictive travel and public gathering environments we face globally due to the COVID-19 pandemic, the U.S. Mission to India invites interested applicants to submit one or two proposals in response to the reference Notice of Funding Announcement (NOFO).  One proposal may be based on “business as usual” environments, where international travel, large public gatherings, and other programming parameters are unaffected by public health constraints.  A second proposal, which is optional, would describe your ideas on how to execute the desired project goals in a manner that accounts for restrictions on public gatherings and travel, as well as public health concerns.  We encourage creative ideas for remote/online content delivery, online/virtual promotional activities, and virtual participant/audience follow-up.  If you choose to submit two separate proposals, the associated budget submission may also reflect different costs you would project for these two operating environments.</p>
