Overview

The Governor’s Office of Youth, Faith, and Family (GOYFF) is a cabinet-level agency that administers state and federal grant programs and engages stakeholders across all sectors throughout the state to improve services and service delivery to our citizens. Through a trauma-informed lens, GOYFF develops programs, coalitions, strategies, and initiatives to support the Governor’s priorities related to substance abuse, human trafficking, sexual & domestic violence, aging, child well-being, and juvenile justice. GOYFF also serves as the Governor’s faith-based office and administers the state’s AmeriCorps program. 

Juvenile Justice and Delinquency Prevention Title II Grant Program The Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended in 2018, establishes the Title II Formula Grant program for the purpose of reducing juvenile delinquency across the nation. This Request for Grant Application (RFGA) is funded by the Title II program through a partnership between the United States Department of Justice, the Office of Juvenile Justice and Delinquency Prevention (OJJDP), and the Governor’s Office of Youth, Faith, and Family (GOYFF), which serves as Arizona’s designated state planning agency under the JJDP Act. The RFGA includes several program purpose areas developed through collaboration between GOYFF and the Arizona Juvenile Justice Commission that support the implementation of comprehensive, community-based programming to improve outcomes for the state’s at-risk and delinquent youth.

Types of Projects Available for Funding 
The Governor’s Office of Youth, Faith, and Family (GOYFF) is making available federal funds for projects that fall within the program priority areas established by GOYFF with the support of the Arizona Juvenile Justice Commission. Program priority areas are areas with a determined need based on current Arizona data. Priority areas inform which Office of Juvenile Justice and Delinquency Prevention (OJJDP) program purpose areas are eligible for funding by this solicitation. All applicants must apply for one of the indicated program areas regardless of urban, rural, or tribal status. 

  • Alternatives to Detention: Community-based alternatives (including home-based alternatives) to incarceration and institutionalization for status offenders and other youth who need temporary placement: crisis intervention, shelter, and after-care. 
  • Delinquency Prevention: Programs that implement trauma-informed juvenile delinquency prevention by supporting evidence-based or evidence-informed interventions that meet the needs of youth through collaboration with schools and other systems that offer youth services. 
  • Mental Health Services: Programs are designed to provide mental health or cooccurring disorder services for court-involved or incarcerated juveniles in need of such services, including assessment, development of individualized treatment plans, provision of treatment, and development of discharge plans. 
  • Reentry Services: Community-based programs and services to work with juveniles, their parents, and other family members during and after incarceration to strengthen families to promote successful reintegration into the community and reduce the risk of recidivism. 
  • Substance Abuse Services: Programs and projects are designed to provide for the treatment of youths’ dependence on or abuse of alcohol or other addictive or nonaddictive drugs. Applicants must track performance measures required by the US DOJ, additional information regarding these performance measures will be provided as it becomes available.

Solicitation Limitations:

The following Arizona entities are eligible to apply: 

  • Native American Tribal Communities that perform law enforcement activities; 
  • Local units of government or combinations thereof (e.g., cities, counties, cities + counties, counties + counties, cities + cities, cities + non-profits, counties + non-profits, etc); 
  • Non-profit organizations may serve as fiscal agents if their local government has declined to apply for and administer the proposed contract directly in coordination with the non-profit agency. 
    Official documentation from the declining local government agency is required and must be attached to the application. A local unit of government is defined as a county, city, township, town, borough, parish, village, or other general-purpose political subdivision of a state. Educational school systems and law enforcement agencies do not meet this definition as defined by OJJDP and, therefore, must apply through their respective local government agency. In addition, a local government unit may serve as a fiscal agent for more than one applicant.
Other Information:

The grant, with a maximum annual award of $100,000 per grantee, is renewable for a combined term of 3 years.  

This is a 12-month contract that may be renewable for up to two (2) additional 12-month periods, contingent upon federal appropriations, compliance with terms and conditions, programmatic and financial performance, and submission of a renewal application. It is anticipated (but not guaranteed) that the total funds available will be approximately $600,000 per year.

Contracts are anticipated to be effective on October 1, 2024, and end September 30, 2025.
