Overview

<p>The Texas Education Agency (TEA) is requesting proposals from qualified organizations for the development and implementation of training for principals, their supervisors, assistant principals or instructional coaches, and campus leadership teams, including lead teachers, for the purpose of improving teaching and learning in select campuses and districts within the state.</p> <p>At each location, designated as a hub, TEA and its contractor(s) will work with a cohort of local campuses and district leaders on leadership development. Participating districts will designate a group of principal supervisors, principals, assistant principals, and teacher leaders for intensive, year-long professional development in an effort to strengthen principal supervision and coaching, instructional leadership, and leadership development. It is the expectation that each cohort will include leaders from multiple districts in the geographical vicinity of the designated hub.</p> <p>The awarded contractor will provide instructional leadership training to district and campus-based administrators in instructional leadership best practices around data driven instruction, short cycle observation and feedback, and developing strong student and adult culture on campuses. These in-depth trainings will occur over the summer months, and throughout the school year as one to two-day intercessions where participants will have the opportunity to see strong modeling of and practice the skills they are learning. The awarded contractor will develop the content of the training, with input from the TEA program manager, and provide staff to manage the logistics and necessary communication for the execution of each training session. The awarded contractor will facilitate the training and provide a platform through which participants will submit assignments and have their progress in mastering the instructional leadership skills evaluated.</p> <p>The awarded contractor will provide at least 11 days of face-to-face training to participating campuses, dispersed over at least four intersessions during a cohort year, which is defined as April to April for any given contract year.</p> <p>The awarded contractor will train up to two cohorts of district and campus-based administrators in each cohort year with each cohort comprised of educators from a region of the state to be determined by TEA. For example, in a cohort year, the awarded contractor may train one cohort in the Houston area and one cohort in the Lubbock area.</p> <p>The awarded contractor will also provide on the ground support to a few selected participants who meet criteria and are open to more intensive support in implementing the practices on their campuses or in their districts.</p> <p>The awarded contractor will provide advisors to score participant assessments and serve as a resource for participants as they attempt to instill the practices they learn on their campuses or in their districts.</p>

MST)</p> <p>One fixed-price contract may be awarded from this solicitation. The initial term of any contract resulting from this solicitation shall be from contract execution to August 31, 2021. If the contract is renewed, the first optional renewal period shall be from September 1, 2021 through August 31, 2022.
