Overview

<p>The purpose of TSL is to assist States, local educational agencies (LEAs), and nonprofit organizations to develop, implement, improve, or expand comprehensive performance-based compensation systems or human capital management systems for teachers, principals, and other school leaders (especially for teachers, principals, and other school leaders in high-need schools) who raise student academic achievement and close the achievement gap between high- and low-performing students. In addition, a portion of TSL funds are dedicated to study the effectiveness, fairness, quality, consistency, and reliability of performance-based compensation systems or human capital management systems for teachers, principals, and other school leaders.</p>

Solicitation Limitations: <p>Absolute Priorities: The following priorities are absolute priorities. Under 34 CFR 75.105(c)(3), applications must meet the following absolute priorities in order to be considered for awards:<br> Absolute Priority 1: Human Capital Management System; and one of the three following Absolute Priorities:<br> Absolute Priority 2: Evaluation and Support Systems for Teachers;<br> Absolute Priority 3: Evaluation and Support Systems for School Leaders; or<br> Absolute Priority 4: Evaluation and Support Systems for Teachers and School Leaders.</p> Other Information:<p>Applicants must indicate in their applications under which absolute priorities they are applying. Applications that do not clearly address Absolute Priority 1 and one of the other absolute priorities (Absolute Priorities 2, 3, or 4) will not be reviewed.<br>Assuming that applications in each funding category are of sufficient quality, the Secretary intends to award grants under each of the three following funding categories:<br>(a) Evaluation and Support Systems for Teachers;<br>(b) Evaluation and Support Systems for School Leaders; and<br>(c) Evaluation and Support Systems for Teachers and School Leaders.</p>
