Overview
<p>The State of Oregon, acting by and through the Department of Administrative Services, Procurement Services (“DAS PS”), on behalf of the Oregon Department of Education, (“Agency”), is issuing this Request for Proposals for services to create a Racial Justice Institute. This Racial Justice Institute is a program designed to support and achieve culturally and racially affirming environments for educators serving Oregon’s early learning, primary, and secondary school systems (“Pre-K to 12 School System”).</p> <p>This solicitation is to engage a contractor to design and pilot a sustainable model for a Racial Justice Institute aimed at achieving culturally and racially affirming environments across the Pre-K to12 School System. There are two parts to the Racial Justice Institute: the first part will create and facilitate a professional network for racially, ethnically, or linguistically diverse educators. The second part will create and facilitate a fellowship of 30 racially, ethnically, or linguistically diverse educators (the “Fellows”) who will engage in leadership and project development in their school communities (the “Fellowship”). Both efforts are intended to begin to address and prevent the harm of existing structural racism and cultural marginalization in the Pre-K to 12 School System.</p> <p>Phase One: Start 7 days after receipt of Notice to Proceed – End June 30, 2021<br>1. Design and plan up to 11-months of professional development for a Racial Justice Institute for up to 600 racially, ethnically, or linguistically diverse educators across the Pre-K to12 School System.<br>2. Design and implement a communication plan for Fellowship participant recruitment.<br>3. Develop and implement a communication plan to communicate to the EAC and to the public the opportunities available through the Racial Justice Institute, such as social media outreach, flyers, etc. <br>4. Develop a plan to reimburse school districts for the costs of providing substitutes. Substitutes may be needed while a Racial Justice Institute participant needs to be away from their duties to perform a responsibility for the Racial Justice Institute. Reimbursement costs must not exceed $235 per substitute per day.</p> <p>Phase Two: Start July 1, 2021 –End June 30, 2022<br>5. Provide at least 10 full-day and 10 half-day collaborative sessions for up to 600 Racial Justice Institute participants. Collaborative sessions must be culturally and racially affirming environments that align and amplify culturally sustaining pedagogical approaches, innovative design, and continuous improvement.<br>6. Collect and maintain on-going feedback from participants that include key takeaways from collaborative sessions.<br>7. Recruit and select no more than 30 Racial Justice Institute participants to form the Fellowship. Develop criteria to be considered for the Fellowship, as well as a service level plan, distribution plan and, schedule to pay stipend funds to Fellowship participants for their service.<br>8. Provide at least the following to the 30 Fellowship participants: At least 10 full-day and 10 half-day collaboration sessions; provide deep, critical racial justice training; and, provide coaching, support, and assistance to help the Fellowship participant’s with their community projects.</p>
