Overview

<p>The Javits program supports evidence-based 1 research, demonstration projects, innovative strategies, and similar activities designed to build and enhance the ability of elementary schools and secondary schools nationwide to identify gifted and talented students and meet their special educational needs.</p> <p>*Evidence-based, when used with respect to a State, local educational agency, or school activity, means an activity, strategy, or intervention that demonstrates a statistically significant effect on improving student outcomes or other relevant outcomes based on— (a) Strong evidence from at least one well designed and well-implemented experimental study; (b) Moderate evidence from at least one well-designed and well-implemented quasi-experimental study; or (c) Promising evidence from at least one well-designed and well-implemented correlational study with statistical controls for selection bias.</p>

Eligible Applicants: State educational agencies; local educational agencies; the Bureau of Indian Education; IHEs; other public agencies; and other private agencies and organizations.<br>2. Cost Sharing or Matching: This program does not require cost sharing or matching.</p> <p>Competitive Preference Priorities: Under 34 CFR 75.105(c)(2)(i) we award up to an additional 13 points to an application, depending on how well the application meets these priorities. These priorities are: <br>Priority 1—Identification of, and Provision of Services to, Gifted and Talented Students (up to 5 points). Projects designed to develop new information that assists schools in the identification of, and provision of services to, gifted and talented students (including economically disadvantaged individuals, individuals who are English learners, and children with disabilities) who may not be identified and served through traditional assessment methods.<br>Priority 2—Promoting Science, Technology, Engineering, or Math (STEM) Education, With a Particular Focus on Computer Science (up to 5 points). Projects designed to improve student achievement or other educational outcomes in computer science. These projects must be designed to expand access to and participation in rigorous computer science coursework for traditionally underrepresented students such as racial or ethnic minorities, women, students in communities served by rural local educational agencies, children or students with disabilities, or low-income individuals (as defined under section 312(g) of the Higher Education Act of 1965, as amended).</p> <p>Priority 3—Promoting Effective Instruction in Classrooms and Schools (up to 3 points). Projects that are designed to promote innovative strategies to increase the number of students who have access to effective educators in one or both of the following: (a) Schools that are located in communities served by rural local educational agencies. (b) High-poverty schools.</p>
