Overview
<div><strong>Intent of Request for Proposal (RFP)</strong></div> <p>The purpose of this request for proposal is to solicit sealed, competitive proposals from qualified companies or individuals to provide services for the Washington County School District consistent with the Scope of Work. This Request for Proposal (RFP) provides prospective contractors (vendors) with sufficient information to enable them to prepare and submit competitive proposals.</p> <p><strong>Washington County School District Background</strong></p> <p>Washington County School District is the sixth largest school district in Utah with approximately 37,000 students. The district has a total of forty-seven schools including seven high schools and one alternative high school. The District ranks as the largest employer in Washington County.</p> <p><strong>Scope of Work</strong></p> <ul> <li>Work with WCSD stakeholders to research grant opportunities and assist in grant writing and submission. </li> <li>Design a comprehensive evaluation plan that meets WCSD approval and federal requirements.</li> <li>Provide technical assistance and training concerning evaluation related and project planning issues to Project staff.</li> <li>Develop instruments and procedures to collect data as specified in the evaluation plan.</li> <li>Supervise, train, and assist Project staff in data collection. Data collection methods may include interviews, focus groups, questionnaires, and observations of Project activities, examination of concurrent data sources made available by WCSD.</li> <li>Design, oversee and synthesize results from a Hazards & Vulnerability assessment process at school, district and community levels.</li> <li>Attend Project-related meetings in person or by phone conference as requested by the Project Director.</li> <li>Prepare regular progress reports for the Project Director.</li> <li>Prepare Project Policies & Procedures Manual.</li> <li>Write and submit required United States Department of Education reports.</li> <li>Present project evaluation information and formative/summative results to various stakeholder groups as requested by the Project Director.</li> </ul> <p><strong>Contents of Proposal</strong></p> <p>Firms should provide this information:</p> <ol> <li>State the firm’s ability to provide the services as described in Section III, Scope of Services. Provide a brief history of the company and its experience, qualifications and success in providing these services.</li> <li>Describe the experience of the individual(s) who would be responsible for providing the services to the District.</li> <li>State the firm’s references comparable to the District, including the name and telephone number of a contact person the District may call.</li> <li>Provide a copy of Certificate of Liability Insurance if necessary.</li> <li>Required submissions must include 1 original proposal (bound and tabbed) and one electronic copy submitted on a USB drive.</li> <li>Pricing shall be submitted on a separate file on the electronic copy only. Do not include in the bound proposal.</li> </ol>
Other Information:<p><strong>Questions due by July 2, 2020, 5:00 AM. </strong>Any and all questions must be posted on the BidSync solicitation. No phone calls or email questions will be taken regarding this solicitation.</p> <p>The following criteria and weighing will be used to evaluate the proposal. The more complete the information the higher the possible score. The award will be made to those scoring highest on the following criteria:</p> <p> 1. 40% Experience – Availability of qualified personnel, ability to meet set standards, experience with similar services and references.</p> <p> 2. 30% Cost – Reasonableness of proposed price, financial resources and capabilities.</p> <p> 3. 20% Technical – This includes the technical soundness of the proposal, including monitoring implementation and reporting, completeness of the proposal.</p> <p> 4. 10% Other - This includes location of the firm, ability of the firm to commit resources to WCSD.</p>Last Updated:
