Overview
<p><strong>Purpose/Objective</strong></p> <p>Stockton Unified School District (“District” or “SUSD”) issues this Request for Proposal (“RFP”) to individuals or organizations with the capacity and skill to deliver instructional leadership training for administrative and instructional staff. The purpose of this training is to improve instructional leadership skills and increase efficacy. The District seeks professional development suppliers to ensure staff receives leadership development training that complements and builds on existing knowledge and skills. The District intends to form a pool of qualified suppliers; the District may select one or multiple suppliers from this RFP. Prospective suppliers may propose for all or part of the Scope of Work herein described. After awards are announced, training may be ordered by individual schools or centrally at the District level. Scheduling of training is expected to begin immediately after supplier(s) are selected and notified. The District additionally reserves the right to schedule training at a later date or not at all. Interested vendors/suppliers should submit proposals that meet or exceed the specifications described below.</p> <p>SUSD issues this RFP to suppliers who demonstrate the capacity and skill to deliver leadership training for instructional staff. These trainings should be designed to teach strategies that will propel the District to meet the goals and leader competencies described in the Background section of this RFP.</p> <p>The District will award this RFP to one or more supplier(s) based upon the evaluation of proposals received.</p> <p>At minimum, the District is seeking the following goods and/or services to be provided by the Supplier(s):<br>SUSD leadership staff, inclusive of campus based administrators, e.g. principals, assistant principals, instructional school leaders, and school support staff. These trainings should be designed to increase efficacy and skills of District instructional leaders so that the District meets the goals and leader competencies described herein.<br>Successful Leadership Development-Instructional proposals will align with SUSD’s needs. The following are examples of possible topics:</p> <ul> <li>Visionary thinking and planning</li> <li>Data driven leadership/instruction</li> <li>Culture developer</li> <li>Instructional planning</li> <li>Giving and receiving feedback</li> <li>Coaching and mentoring</li> <li>Eliminating the achievement gap</li> <li>Instructional development for teachers</li> <li>Recruitment and retention of highly effective staff</li> <li>Lowering the dropout rate</li> <li>Meaningful parent engagement</li> <li>Community engagement</li> <li>Student progress and achievement</li> <li>Ethical leadership</li> <li>Evaluating and coaching staff</li> <li>Digital leadership strategies that enhance instructional leadership</li> <li>Digital tools for supervising instruction or creating an innovative digital school culture</li> <li>Establishing collaborative communities</li> <li>Improving facilitation skills, leading effective meetings, using protocols effectively</li> <li>Culturally responsive and conscious leadership/teaching</li> <li>Social and emotional competencies that positively impact school/classroom climate and culture</li> <li>Instructional strategies designed to prioritize standards, engage learners and create a culture of high expectations to improve student achievement</li> <li>Instructional rounds</li> <li>Supporting instruction during distance learning</li> </ul> <div>All proposals must include:</div> <ul> <li>The proposal must clearly indicate the service provided by the supplier.</li> <li>Proposals must incorporate a research-based rationale for program design, align with California Standards, and District Mission & Goals.</li> <li>The proposal should specifically describe the instructional leadership skill(s) participants will develop.</li> <li>Design should include opportunities for leaders to practice the skill.</li> <li>Course material should demonstrate sound knowledge of adult learning theory and methodologies.</li> <li>The proposal should indicate whether the implementation of the training described in this proposal depends on the purchase of a program or product.</li> <li>The selected supplier must have experience designing, developing and delivering instructional leadership training to principals, assistant principals, assistant superintendents, directors, teachers, and other staff.</li> <li>The proposal must clearly define the method of delivery of the training and how it will support the District’s goals, or leader competencies.</li> <li>The proposal must describe how the supplier will support program implementation at specific campus levels, i.e., PK-12, with intentional, relevant, and personalized learning aligned to District goals, California Standards, and leader competencies.</li> <li>The proposal should describe the anticipated impact of student achievement and the expected evidence of execution that should be seen at the campus level.</li> <li>Supplier shall identify similar training projects implemented in other educational settings or for other comparable organizations and provide evidence of previous program effectiveness.</li> <li>Supplier shall identify similar training projects implemented in SUSD schools and provide evidence of previous program effectiveness.</li> <li>Supplier shall provide a brief resume for each individual who will be engaged in the proposed project, listing qualifications, (including educational accomplishments, certifications, and memberships in professional organizations) and evidence of experience in design, development, and delivery of instructional leadership training.</li> <li>Supplier shall indicate the responsibilities of each person who will have a role in this project and how long each employee has been with the company.</li> <li>The proposal shall identify subcontractors that the supplier intends to use and the services each subcontractor will perform. In the event of joint proposals between two or more suppliers, suppliers shall indicate the role of each sub-consultant, or co-proposer.</li> <li>Supplier shall provide evaluative data on performance and impact of service.</li> <li>Supplier shall identify national or regional conferences, trainings, or other learning opportunities and support how these opportunities align to District goals, California Standards, and leader competencies.</li> </ul> <p></p>

Contract Signed: 8/4/2020</p> <p> </p><p>Offers will be evaluated based on the selection factors listed below; the relative weight that each factor will receive in the evaluation.<br>Selection Factors:<br>1. Organization Experience and Qualification – 10 Points<br>2. Plan for Delivery of Services – 25 Points<br>3. Program Description and Outcomes – 25 Points<br>4. Cost – 40 Points; The Offeror’s cost to perform the services as specified in the scope of work.
