Overview

<p>NIJ is seeking applications for funding to conduct a single rigorous evaluation project to examine a juvenile corrections executive leadership training. The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is supporting training to assist juvenile facility superintendents and other juvenile corrections personnel in their efforts to develop and implement effective facility practices and strategies for youth in their custody. This solicitation is focused on a formative evaluation and evaluability assessment, not to exceed a 24-month period of performance. This solicitation supports the U.S. Department of Justice’s priority of reducing<br>crime by supporting an evaluation effort on corrections workforce training and education with implications for the safety and well-being of youth and staff in juvenile residential facilities and the successful reintegration of juveniles under corrections supervision.</p> <p>NIJ recently published its strategy to support research regarding the role and potential of corrections to contribute to the enhancement of public safety and rehabilitation through the delivery of services and treatment. As part of its Corrections Strategic Research Plan, 2018-2023, NIJ’s first strategic priority is to promote and support research to optimize workforce development for corrections personnel. An objective under this priority is to promote research on corrections workforce training and education, which includes researching the impact of supervisory and leadership training.</p> <p>In collaboration with OJJDP, NIJ seeks proposals for a formative evaluation and evaluability assessment of a leadership training for juvenile facility superintendents and other juvenile corrections personnel. NIJ is ultimately interested in a rigorous outcome evaluation of how the training may improve the individual knowledge and skills of training participants and in-turn, improve facility-level outcomes related to the training objectives. NIJ recognizes that the training program is in an early stage of development, and is not ready to support a rigorous outcome evaluation. Therefore, NIJ is supporting a phased approach to the evaluation of this training. Applicants should plan to conduct a formative evaluation, as well as an evaluability assessment to determine whether an outcome evaluation of the training is possible. Applicants are expected to use rigorous research methods in testing models during all phases, with preference given to those that employ, or are clearly progressing towards employing, experimental research designs.</p> <p>The goals of this solicitation are to improve knowledge and understanding of effective training programs for juvenile corrections leaders and fill critical research gaps. The solicitation aims to provide objective and independent knowledge through rigorous evaluation as a way to inform training efforts with implications for the safety and well-being of youth and staff in juvenile residential facilities and the successful reintegration of juveniles under corrections supervision.</p>

Solicitation Limitations: <p>Awards will not exceed a 24-month period of performance.</p> <p><span>NIJ welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees). The applicant must be the entity that would have primary responsibility for carrying out the award, including administering funding, managing the entire program, and monitoring and appropriately managing any subawards (“subgrants”).</span></p> Other Information:<p>Applicants should propose an award start date of January 1, 2020.</p> <p>NIJ is interested in supporting researchers who are early in their careers and new to NIJ’s research grant portfolios, specifically non-tenured assistant professors, or equivalent full-time staff scientist positions in a research institution, who propose research on topics relevant to NIJ’s Office of Research and Evaluation (ORE) and/or Office of Science and Technology (OST). To that end, NIJ may, in appropriate circumstances, give special consideration in award decisions to applications proposing such researchers as principal investigators (PIs).</p>
