Overview

It is estimated that over 91% of students globally have had their education interrupted due to COVID-19. This global pandemic is having an unprecedented impact on education systems around the world and is exacerbating existing challenges related to education and learning. COVID-19 has highlighted the need for quality evidence to support emergency preparedness and response across education systems globally.

The 2021 call for Evidence for Education in Emergencies (E-Cubed) proposals aims to generate and disseminate relevant and usable research that contributes to knowledge and practice in order to support education during crises and large-scale disruptions. The E-Cubed Research Fund aims to strengthen the evidence base in Education in Emergencies (EiE), by supporting contextually relevant and usable research, and disseminating global public goods. In its simplest form a Global Public Good is a resource that is freely available with no restriction in access. All products of E-Cubed research are open source and will be shared through the INEE website.

Dubai Cares partnered with Inter-agency Network for Education in Emergencies (INEE) in 2017 to design and manage this research envelope. INEE coordinates the proposal submission and review processes, while Dubai Cares makes final funding decisions. In partnership with Dubai Cares, INEE coordinates a rigorous review process of submitted proposals:

Each proposal is reviewed to ensure that it follows E-Cubed criteria and eligibility requirements including whether the proposal is clearly focused on education, linked to an emergency context, and demonstrates that requested funds will not replace programmatic funding that should otherwise be available. Proposals that meet these requirements are then shared with an independent advisory panel of EiE experts representing policy, academia, field and practitioner perspectives. *Please see E-Cubed Assessment Criteria for more information.

Solicitation Limitations:
What E-Cubed will not fund:

E-Cubed will not fund program design or implementation, and will not substitute any funding that should be available as part of existing programmatic funding.

Who is NOT eligible:

Individuals, including undergraduate or PhD research, and scholarships

Endowments

Capital Campaigns

Unincorporated associations or groups

E-Cubed funds up to 15% of indirect costs.
