Overview

<p>The Agency of Education (AOE) is seeking a vendor to provide technical assistance and<br>professional learning in the form of coaching and consulting for Vermont school district<br>systems. The professional learning is designed to strengthen district and school-level efforts to<br>adopt, implement and/or improve a whole-school approach to using restorative approaches<br>(RA). At a minimum, the whole-school use of RA will identify the systemic features that are<br>needed to decrease the need for exclusionary discipline and ensure that disciplinary measures<br>are applied fairly and equitably.</p> <p>The contract that will result from this request for proposals will provide participating schools<br>the opportunity to participate in professional learning, including technical assistance (TA) in the<br>form of consultation and/or coaching. The vendor will give participants the opportunity to learn<br>alongside others in the state. Additionally, the qualified vendor will support this effort by<br>creating an online learning module that, at minimum, does the following:</p> <ul> <li>Helps SU/SDs prepare their systems for improving or implementing whole-school RA</li> <li>Describes what restorative practices are and what they will look like when functionally integrated as a system-wide initiative</li> </ul> <p>For foundational information and guidelines about Restorative Justice and Restorative Practices<br>in Vermont, refer to the Restorative Practices section of the <a href="https://education.vermont.gov/student-support/vermont-multi-tiered-syst… Equity</a> page of the<br>Agency of Education’s (AOE) website.</p> <p><strong>Scope of Work</strong><br>The Vermont Agency of Education seeks proposals for:<br><strong>1.</strong> Creating a collaborative research-practice partnership through which participants will<br>use improvement science principles to adopt and implement the principles and practices<br>of whole-school RA as part of a universal system of social-emotional/behavioral<br>practices.<br><strong>2.</strong> Providing a virtual library of materials and resources, including ones that have been<br>accepted as being of high quality as well as ones that are created as a part of the work of<br>the proposed contract.<br><strong>3.</strong> Developing virtual training module/s and related resources or materials that, at a<br>minimum, address the following:<br>    a. Identify appropriate roles and responsibilities for staff members participating in<br>        implementing whole-school RA<br>    b. Identify data sources, roles and application utilized for implementing wholeschool RA<br>    c. Include resources and materials to be utilized by SU/SD or school teams without<br>        consultant support. (School systems may elect to utilize third party support in<br>        this work, but the need to be designed to be used in different contexts and<br>        independently by the user).<br>    d. Prepares staff with the ability to continuously improve implemented practices<br>        internally after receiving consultant support<br><strong>4.</strong> Establishing criteria for accepting participants including at a minimum the following:<br>    a. SU/SD-level understanding and commitment<br>        i. School/s leadership understanding and commitment<br>    b. Approved independent school understanding and commitment<br>    c. Existing system to support implementation of RA<br>        i. Buy-in from all staff<br>        ii. Buy-in from families and community<br>        iii. Training all staff<br><strong>5.</strong> Monitoring implementation efforts for all participant sites.<br><strong>6.</strong> Providing monthly progress reports to designated AOE staff.<br><strong>7.</strong> Creating a final summary report that includes relevant demographic information of the<br>    participant sites, all participant feedback, all pre/post participant assessment feedback,<br>    and the sites’ plan for continued implementation.</p> <p>Click here for <a href="http://www.vermontbusinessregistry.com/bidAttachments/55791/VT_AOE_Rest… BID REQUEST</strong></a></p> <p><strong>Questions</strong>: Any vendor requiring clarification of any section of this proposal or wishing to<br>comment or take exception to any requirements or other portion of the RFP <strong>must submit</strong><br><strong>specific questions in writing no later than September 24, 2021</strong>.
