Overview

The purpose of the Educational Technology, Media, and Materials for Individuals with Disabilities Program is to improve results for children with disabilities by (1) promoting the development, demonstration, and use of technology; (2) supporting educational activities designed to be of educational value in the classroom for students with disabilities; (3) providing support for captioning and video description that is appropriate for use in the classroom; and (4) providing accessible educational materials to students with disabilities in a timely manner. This competition establishes Accessible Education Video Projects that are designed to meet requirements under the Individuals with Disabilities Education Act (IDEA). Specifically, section 674(c) of IDEA requires, in part, that the Secretary of Education support audio description, open captioning, and closed captioning that is appropriate for use in early learning and kindergarten through grade 12 (K-12) settings of (a) television programs; (b) videos; or (c) other materials, including programs and materials associated with new and emerging technologies.

This notice contains one absolute priority and one competitive preference priority.

Absolute Priority: Accessible Education Video Projects
Project or proposals that support section 674(c) of the IDEA, which requires, in part, that the Secretary of Education support video description, open captioning, and closed captioning that is appropriate for use in early learning and kindergarten through grade 12 (K-12) settings of (a) television programs; (b) videos; or (c) other materials, including programs and materials associated with new and emerging technologies.

Competitive Preference Priority: Advancing Artificial Intelligence (AI) in Education
Projects or proposals to expand the appropriate and ethical use of AI technology in education through the use of AI technology to improve program outcomes.

Priority Program Requirements: The projects must achieve, at a minimum, the following expected outcomes: (a) Increased number of high-quality captioned, audio described, and American Sign Language (ASL) interpreted educational media and materials to benefit children and youth with disabilities; (b) Effective coordination across the three 84.327C projects to support efficient and effective selection, captioning, audio description, and ASL interpretation of educational media and materials;  (c) Effective coordination and transfer of high-quality captioned, audio described, and ASL interpreted educational media and materials to the National Center for Accessible Education Videos (84.327N); and (d) Increased cost effectiveness and efficiency in the production of high-quality captioned, audio described, and ASL interpreted media and materials.

Estimated Available Funds: $3,150,000. 
Maximum Award: We will not make an award exceeding $1,050,000 for a single budget period of 12 months. Estimated Number of Awards: 3. 
Project Period: Up to 60 months.
Cost Sharing: This program does not require cost sharing or matching.
