The Possibility and Desirability of Global Learning Metrics:
Comparative Perspectives on Education Research, Policy and Practice

Learning outcomes are becoming central in the international education and development debate. Proponents argue that robust global learning metrics could reduce academic disparities and improve learning outcomes. Critics say universal measures favor narrow assessments over external factors; and that their data-centric nature adds to the disconnect between systems, actors and larger pedagogic change.
